It isn't in the grand scheme of things. This was just a bad two weeks. They made two incursions into very important ISIS held regions and abandoned their Aleppo offensive.
ISIS counterattacked. SAA still gained a lot of ground northwest and northeast of Palmyra.
South Aleppo was inevitable. Everybody knew an attack was coming due to the 'cease-fire'. They did get BTFO there though. No reason why they should have so poorly prepared.
And Latakia was a bit of success + a bit of failure. Turkey lured the SAA in with the rebel withdrawal amid a moderately successful SAA attack, then the Turkmen & FSA launched a full counterattack hoping the SAA would hold their new positioned. SAA retreated successfully (unlike in Raqqa) and so the result was pretty much a return to pre-offensive/retreat front lines. This is business as usual for the war and not bad at all.
There is no real explanation for how Raqqa was routed so hard. Seems like units lacked coordination and manpower. Utter failure as an offensive yeah.

Not a terrible idea. But Honestly, a slow grind towards Deir-Ezzor while the take Damascus, Homs, Latakia and Aleppo one at a time is probably the best for Assad.
Deir Ezzor is important for maintaining government presence in the Northeast so it must be a high priority, but they just can not sustain 3+ offensives. Deir Ezzoir + finishing off rebel pockets is the best strategy since siege has failed.

Allepo offensive is not fully failed. They did not control any of the city of Allepo before and now they have a strong foothold in it and the rebels lines on the outskirts of the city are completely vulnerable, as long as they can continue to hold in the city until more men can be brought to bear.
It appears to me that the only major setback they've had is ISIS in Raqqa. The reason ISIS didn't mass to relieve Manbij is because American Airpower is decisive in that conflict. The SAA isn't as well supported however.
I think the generals got a little over confident and they should have definitely prepared a defense. It was well established that ISIS was planning to counter-attack. If they had destroyed the mass of ISIS fighters in the counter-attack it would have been decisive in the region.

Again: Looking at the maps, what changed significantly? The SAA offensive failed but where are the "horrible casualties"? Is everyone just fucking exaggerating because I don't see much difference, especially when ISIS counter attack is being stalled and their reinforcements have been hit already.

Assad has had massive trouble consolidating a fighting force there's pockets of resistance all over the country, it's an entire clusterfuck.
Every single one of these offensives you may say would have been better off if a million different things had happened.
These pockets of resistance continue to exist all over the country, when they get to the point they near destruction they join a ceasefire and promptly saved the bulk of their fighters travel freely into other rebel held territories and continue to fight. Add to this Turkey supplying men and arms to the Allepo region.

So Mohammad Jobar was the commander responsible for the SAA Raqqa fuck up.
The action was taken in response to US/SDF movements towards Raqqa in an attempt to beat them there. As typical, it was a ruse. The SDF are going to push along the north.
But Jobar is an idiot with a typically inflated Arab ego. When the Russians worked out the ruse, they instructed the SAA and allies to withdraw. Most of them did.
Jobar didn't. He thought he could take on ISIS with a 1km wide front.
He got cut off and destroyed.
With no actual threat to Raqqa from the SDF at this time, the SAA are pulling back to Ithriya and are likely going to focus elsewhere. Probably southern Aleppo.
More interestingly, the RuAF assets that left during the ceasefire and wind down have started returning to the Hmeymim airbase.
