For example, Costa Rica did not allow blacks into the capital city until the mid 60's, and until the early 50's, they were not even allowed to leave the Caribbean coastal province.
On top of that, every South American country I have been to has had a very evident disdain for indigenous people. The reasons vary, but usually it is along the lines of they are stupid/lazy/greedy etc.
The reason, I think, that people view South America as having better race relations is that race is not a taboo subject. If I call a coworker "Blackie" or "Darkie," they would most likely be highly offended.
