There are three main ways to derive the meaning of a word. You might have a language with an official central authority (like French) that declares meanings.
If the word is a technical term, it does not matter who declares what or what is more common. The word serves a technical function and changing it's meaning would be fucking retarded. If you are having a high-level discussion with someone about gender, trans, sex, etc. There is absolutely no reason to concede this stupid definition of gender, use the term gender to mean what it has always meant.
In a casual conversation, you do the same, because the majority of people (see: not internet warriors on either side of the Internet Meme War of 2016) have no idea that gender and sex are different, and think that there are two genders.
