Yeah, but it's not somehow capitalism's 'fault'. The city is a capitalist machine in the first place. Detroit's just a particularly pure example that was dependant on one industry. Just like a corporation can't promise a job for life, a modern city can't promise to be relevant on the scale of decades unless it diversifies early and its diverse 'portfolio' can support the loss of one industry or another.
Let's remember some cities have been nuked flat but recovered because they were still viable economic machines...well placed, good infrastructure...with the right kind of hard-working population

The government can't do shit because there's nothing to tax. The people who would be taxed if they had money can't do shit because they can't find jobs. The job creators don't want to do shit because there's no money to make or skilled labor to take advantage of, and the low-skilled labor is prohibitively expensive because of the minimum wage.
What would Detroit look like in 10 years if the minimum wage was repealed locally? Factories would come back, local businesses would spring up alongside foreign ones who are ok with making profit a little slower, and everyone could live well locally but wouldn't have the money to move away, so a strong community forms centered around making the best out of what they have. This would likely manifest in huge reclamation projects spearheaded by the government, philanthropists, and volunteers.

The reason the jobs were outsourced was because it was no longer profitable to operate in chicago since the unions in the car infustry, the main source of jobs there, had demanded too much from the companies that employed them, being able to of course because of corruption in the unions and the city government, all democrats.

Sure, jobs were lost, but there are still jobs to be had. No one is paying these nogs to go around and rip and burn buildings and houses down. And all the black city officials did was watch it burn, and line their pockets. Look at Belle Isle. In any white area that island would be cherished. It had everything anyone could want to do. Boating, Fishing, Water Slides, Beeches, RC boat ponds, Golf courses, Volleyball areas, A Zoo, Butterfly pavilion, statues, fountains monuments, botanical gardens... Fucking you name it. And what did the city do with it? Let it become a god damn gang paradise, a drug den. No cops patrolling, no admittance fees, nothing. Just let it fall to shit, until the state wanted to take it over, and then the city council got off their asses, only to fight to keep the shithole.
