I was thinking more DC/NYC/Boston rather than the likes of Baltimore. Either way, they don't have to be used for commutes. To use London as an example again, you might have some investment banker working in the City who could hop on a Eurostar to Paris for a meeting in the morning, close a deal worth millions and be back in time for dinner that evening. You might even get a bit of work done on the train considering most have tables and internet. That kind of connectivity through a healthy range of transport options has economic benefits - especially for developed, services-based economies.

As I understand it, freight has absolute priority over passenger rail in the states - meaning that you get shit service for the latter. I've also heard that this is better as rail is a more efficient way to transport goods than road or air. Frankly I don't know enough about this to have an opinion, but that's the reason passenger rail isn't viable in the states, not because rail commuting is inherently lacks viability.

This is a romantic notion of Europe common in America that doesn't match up with reality. People move around in Europe and have always moved around. Cities have come and gone, grown and shrunk. If it makes economic sense to build a totally new rail route or motorway, it will be built.

Different usage of the term "industry" throughout. Service is an industry, banking, etc. I'm not just talking about stuff that produces smoke as a byproduct.

To a degree such systems do need a regular infusion of commuter passengers to operate at a profit. The vacation season only comes around a couple times a year for most folks.

To your example (which reads as a brochure, actually), yes, your capital-to-capital London-to-Paris worker has a use for such modes of travel. The difference is that there's such a wide variety of destinations needful to the industry of most American cities. Corporate headquarters to regional company x might just be anywhere, as decided by the advantage that city gives them, and can relocate just as soon as conditions change. The destinations of travelers from this hub are just as numerous. This is part to what I was speaking of earlier as too not being bound by common limitations.

The transit systems to which I was referring that operate in the red are the regional / intercity systems designed to bring people from the suburbs, or close by cities to the downtowns. Interstate train travel isn't much of a factor in the US. By far we prefer plane travel, alternatively going by road.

Perhaps. But I'd say on orders of magnitude Europe is more locked into patterns than is America. Also, you wouldn't want the size of your states to change much any more, or the people movement issue is being solved by other means.
