For the non Mexican people:
Mexican education is controlled by syndicates that are corrupted as fuck and greedy.
The government is trying to take their powers away but the syndicate leaders of CNTE is blackmailing the teachers to do their bidding or they will lose their jobs and all their privileges even though they don't teach anything, they have poor knowledge and basically don't do their job.
In this case the government is right and they are trying to improve the education of Mexico, they are trying to remove the teachers that don't approve the requirements so they can be replaced but their leaders totally oppose this because of money.

You can send your children to a private school if you can afford it. If you can't then you must send them to a public school since education is mandatory in Mexico as written in the constitution. This of course doesn't allow people to homeschool their kids because the schools must be recognized by the government education departament.
At this point it's impossible to just remove public education. Even if they managed to change the constitution, you have thousands of teachers, syndicate members and even government workers that instantly would kill the political party who pushed for that.

Also to add to this, during these riots there have been parents and teachers who tried to take back the schools and teach the children. They usually get marked as "traitors" and attacked by the protesters.

Every time I see Mexico, it looks like it has zero infrastructure, cartels taking over towns, corruption in government, and skinny dogs running around with children. Saving money may be tempting, but moving a business there seems like a crazy thing to do.
