As a general rule if an American says they're "Irish" or "Italian" or what the fuck ever fraction of their ancestry they've decided to be that week they don't mean much of anything by it.

People talk casually about it, if they have a heritage. Older relatives like to talk about where their parents or grandparents immigrated from, or if they were one of the people to come over on the Mayflower, etc.
Then you have places like Minnesota where people actively call each other racial epithets like "Mick" or "Wop" or "Pollack", etc.
A lot of Americans like knowing where their ancestors are from. With the exception of Italians and Mexicans, most consider themselves Americans first. Italian Americans and Mexican Americans always consider themselves Italians or Mexicans first, Americans second. For Mexicans I can understand because they're eternally butthurt about America and Americans have an inner hatred for Mexico, but why Italians don't consider themselves Americans I'm not really sure.
When it comes to the Irish (one of if not the largest besides German if we're counting Scotch-Irish/Ulster Scots, who make up a considerable chunk of white American ancestry in most of the eastern half of the country), a lot of Americans just use it as an excuse to drink and party in March. There are a lot of Americans with Irish ancestry, but most don't consider themselves 'Irish' and don't really know much about the country's political troubles and everything that's come from it. I've noticed a lot of Irish get pissed when Americans call themselves 'Irish'.
I think Europeans in general misunderstand what Americans mean when they say 'I'm German/Irish/English/French/etc', because we're not saying we're from that country, we're talking about where our grandparents, and great grandparents came from. You can chalk it up to either being about honoring how we came to be Americans or just special snowflake syndrome.

Not at all on the Irish OP. Though most people turn Irish on St Paddies to get shit faced. The Irish has a hard time initially in America. They took the brunt of anglo-burger self preservation socially and had poor living standards, poor jobs, poor wages, poor land, poor prospects. The area I'm from, heritage is a important socially, but not essential. To not know where your family has at least most of its' roots from is considered eccentric and not in a good way. We sort of have our own distinct culture, by American standards we have a rich culture.
Its mostly French and German, mixed with some kind of Sioux or Cherokee. But there are English, Scottish, Irish, Welsh, Swiss, Spanish, Scandinavian, Italian, Polish (I've even seen some "Prussian" with distinctly Prussian but anglicized last names b/c there family came here when Prussia was still a thing). There are often tickets or customs passed down traditionally in the family, but its kind of rare.

The English language is the language of the constitution, and we most certainly did develop our own version of it. Read Mencken's The American Language. Many Brits, in the early 20th century were worried that their children would start speaking "American." Culture is not handed down by blood, it is handed down by tradition. The folks from Boston, and certain cities all over the country who have entire communities that are almost entirely Irish don't care to bring up the history past Kennedy.
