So there's the Army (professional soldiers geared and trained for "real" operations, few people) and the Home Guard (lots of people, but basically a trained militia).
The government recently announced the new funding plan and it's basically cuts to home guard. Quite a few people will lose their jobs and they're mad. Not just about losing their jobs but because they don't like defense cuts.

First of all, this isn't done today. It's just a symbolic act.
However, back when it was done, it depended on the situation. If there was a genuine risk of conflict, they'd build log cabins and keep the beacons ready at all times.
There were also different kinds of beacons. You have the long range ones, which were often built 20 miles apart, and were meant to send messages across the country. Then you had the local ones that were built so that they were clearly visible from the town they were built in. These either got their signal from the long range beacons to warn the town, or they were used to warn of local threats, like an incoming enemy fleet.
It's great to see in real life and creates a real sense of atmosphere.
When I was a kid, there was a historic ourdoor play at a medieval barony, in an idyllic valley during a bright summer night. Part of the play involved the local ruler being warned of an incoming army, so in the middle of the play he points to a massive mountain behind the audience, and everyone turns to see that they've actually built and set fire to a beacon at its peak.
