I think this is likely true.
As an immigrant of sorts myself, I think I can shed some light on this.
When you're an immigrant, you basically want to keep your nose clean and avoid getting into trouble. You're also less likely to take any discrimination whether light or severe that seriously because you know that you don't speak the local language fluently and don't know the culture. So any ostracism or negative experiences can be brushed off as the result of cultural awkwardness or misunderstandings.
For the children of immigrants though it's different. They're more inclined to resent being treated differently from natives, and also less likely to feel any obligation self-imposed or otherwise to be a good example. In fact, some people will even act up out of a desire to demonstrate that they're not going to be cowed or kept down.
That's why in this country for example a lot of Chinese-Korean immigrants will put up with ill-treatment from Koreans, whereas those who were born here are often bitterly resentful of how their parents are treated by South Koreans.
