I'm a professional Bartender, and when I say professional, I mean 10 years in the industry working at some of the finest Cocktail and Spirits bars in the Country. I am a member of our professional guild (USBG), and generally know my trade and craft back to front.
I make 2.13 an Hour + tips. My average hourly walk is $35-40 weekday and $75-100 weekend. Why? Because I value being a good server and I am compensated by the customer for my skills, professionalism, and demeanor.
I can tell you this, I will never work in a Bar that pools tips unduly. I study my craft, continuously improve, and provide the finest experience I can provide, and I make the money to show that. Billy Bartender down the block who makes 10-15 an hour is making pay commiserate to his skill level.
This is the beauty of tipping in the Service Industry, it gives you a direct reason to be good at your job, and the cream rises to the top. Euro style service (and it varies hugely across countries let alone the whole continent) generally doesn't provide that impetus. The best bartender and the worst bartender make the same, which provides very little impetus besides professional interest for them to improve.
tl;dr tipping generally makes for better service, if implemented correctly.
All that being said, occasionally I get stiffed, hazard of the trade. You're still gonna get great service from me as long as you're not an asshole toward me, be you leaving one dollar or 100 dollars.

In Europe you can sometimes ask for a jug of water at the table or they expect you to drink wine with your meal because you're not in a hospital and you shouldn't need to wash down your food. Since soft drinks are meant to be treats and the food is palatable a lot of places simply don't have huge amounts of ice around.
In the UK you can ask for free water with your meal, but if you start demanding they put ice in it you'll look like a massive cheapskate. I however pay much, much less in taxes and cost of living, but generally speaking if you're working at the high end and in a major city you can, with a bit of work, make 75-95k USD or even more. However the issue is that getting the job as a Cocktail bartender is much harder in Britian because you have very, very few cocktail bars compared to the USA.
