The problem is not the cartels by themselves, we had cartels since 70s or so, but politicians used to have arrangements with those cartels, so they worked secretly and with no harm at all.
But during mid 2000s, when PAN (Far right party) won the presidency, they decided to attack the cartels instead, soon it back fired them, as they realize that cartel had tons of policemen, army soldier and even politicians and judges bought, they dismantle the biggest cartels, and many smaller cartels started fighting for their turfs, basically turning into a bloodbath.
I'd say that 70% of the county is safe, except for places close to USA border or places where drugs are made (Sinaloa, Guerrero...) or places with important habours/ports (Veracruz, Guerrero), most people is more worried about corrupt policemen and goverment, than they are worried about cartels.
