The Yakuza actually has headquarters and smaller regional offices. It may not exactly say "Yamaguchi-Gumi HQ" but you can walk into them and ask to become a Yakuza. Most likely they'll tell you to get the fuck out, but they have a large presence as "community organizers," after the earthquake and tsunami they did a shitload of relief work for the area.
