About the opposite? German small towns are great, especially considering the distances are low and you can travel to any part of germany in few hours by train if needed. Its big cities that are shit, and its only big cities that are worth moving to in Russia.
Finding decent paying job in small towns is impossible (the same job pays pretty much twice less outside of Moscow), and there is no reason to settle down away from major infrastructure.
The only reason for immigrant to move to smaller cities/regional centers is if you want to start own company there and have initial capital - as lower wages and subsidies (especially in agriculture) allow for nice enterprises for investors.
