That's not what happened. Within the military there was this tug of war between whether we should go "big army" or specialised forces. The argument for specialised forces won particularly after 9/11 and the war in Afghanistan. We're not building an army like America we're building more of a special task force. In the case of open war happening everyone in the army jumps a rank or two and the civilians will be fed into the lower ranks.
Who would be the possible security threats to Australia? I can only think of two ones that wern't laughable: Indonesia and China.
Scratch that, Indonesia would be laughable. They might be the fourth most populous country in the world, but their navy is pretty shit house. Their economy in general is shit, and they would get no support from their fellow ASEAN countries, such as Philippines, Vietnam, Thailand and Singapore which all have very close relations with Australia.
China's more of a conundrum, but if there was a possibility that they would attack us, they would literally be a world war prior. So the immediate threats to China would be Japan, India, Vietnam, Taiwan and the Philippines. Japanese technology combined with Indian population would be a formidable force in it self.
Then we come to the US factor, who has signed the ANZUS treaty with us, and if anyone were to come to war with us then they would be at war with the US, which enjoys by the most superior Navy in the world by a massive margin.
And even THEN, invading Australia would be a nightmare due to the terrain and the massive ocean around us.
