Munich is still ok compared to the other cities. Munich has one known ghetto part. If you keep out of it you´ll be fine. Was there recently for 3 days and it still looked way better than hannover or hamburg, which I also recently visited.
Regensburg is a blessing, even the few turks I have seen there spoke good german without their kebab accent. Heidelberg and Freiburg are great and safe student cities, they are too expensive for the subhumans most of the time. Sadly, massive tourist influx.
