This is the biggest consideration. You see, FBI crime statistics basically count anything more than I think 2 or 3 deaths as a "mass shooting." Gang violence results in the vast majority of these, and at the same time, is responsible for most "school shootings" (since Basketball Americans tend to get involved in gangs at an early age).
