No, the rise of ISIS only really happened once the U.S fucked up Syria so bad in their proxy war that it allowed them to grow exponentially and cross borders.

It was the US interference in the war though and arming of the Mujahedin in Afghanistan against the government which was back by the soviets. Sound familiar yet? Anyway the civil war that happened once the Soviets pull out in '89 lead to the Taliban holding most territory except for the small bit that the Northern Alliance held.
