the point isn't that the wall is impenetrable or not. the wall has the same effect as a security guard but on a much larger scale that humans cannot cover by themselves 24/7 for obvious reasons. a common thug wanting to start shit sees security, thinks twice about it and walks away instead. a gunman kills the guard and proceeds regardless. same concept with the wall. only the few hyper criminals/extremely desperate or revered will cross after its construction.
