CE is all hardware and electrical stuff. In my whole degree I take 3 programming classes, the rest for my major are the exact same as electrical engineering. EE at my uni also has to take 1 programming class, so really, CE is -2 EE + 2 SoftE

it's important because floating point operations were expensive and up until the late 90s with PCs, they were shuffled to an FPU or even worse done in software.
the CPU would either have to wait for a result from the FPU or work it out the long way by itself, meaning it was a prohibitively expensive computation. you just couldn't have graphics applications lagging that badly; a close approximation was an amazing find.
