Wizards, Balrogs, Melian the distant ancestor of Aragorn and Elrond et al., and Sauron are all Maiar i.e. demi gods. Mandos is one of the Valar he keeps the dead (elves) until such time that they are reborn. Elves never for real die, except they are tied to the world and have no fate beyond it. Whereas men for real die and have some fate beyond the world.
Like Feanor's mother didn't even die she just went to the halls of madness anyway cause she was so burnt out from birthing such a badass. Plus Luthien IIRC went and Beren somehow managed to go too and meet up and they both got sent back to life somehow, Beren being the only mortal for that to ever happen to, and Luthien essentially became a mortal anyway and so her spirit being the most beautiful being ever was permanently lost from the world, though maybe her descendant Arwen got a bit of the good looks.
