You have to remember that all that portion of europe has been behind on civilization for hundreds of years.
When nation states were beginning to form in western europe, a lot of that was still just fucking horse nomads. They can't just suddenly become an advanced society without going through the processes everyone else did.

Serbia has literally been doing shitty all throughout its history. #1 reason is because it refuses to trade with its neighbors, especially Bosnia, Croatia and Albania. When they were Yugoslavia was the only time they became advanced and had a large GDP. Serbs are of the idea that it's better to be poor and Orthodox than work with Muslims and Catholics.
