If you're doing tech, and are willing to move into the south, looking into North Carolina around Chapel Hill and the Nashville Tennessee area.
North Carolina's research corridor is incredible, and Nashville is one of the fastest growing cities in the US, with way more than music going on. Both are close to the Appalachians, both have good culture, Nashville is going to be a little more lively, but NC has the ocean. Both are cheap to live in, has easy access to most of the US, and have decent weather all year long.

NC and TN are my only 2 other states I'd live in vs GA. NC and TN have better weather than GA as they get snow more than we do. We usually only get snow about 1 time a year and its gone in 3 days or less. Plus the little snow we do get shuts the entire city down.
