Donald Trump is not saying he can't do his job as a whole for everyone appointed to him because of his heritage. He is saying that it's possible that someone very proud of their heritage may have a conflict of interest with him regarding topics outside of the case, leading to biased and unfair judgement of the case. Fair to say, since the judge IS very proud of his heritage and is part of organizations like La Raza Lawyers of San Diego.
Saying that someone is proud of their heritage is not racism because being proud of your heritage isn't a stereotype that applies to only one nationality.
