Selective breeding can be used to breed an individual specimen with desired traits. This goes without saying.
However race/breed mixing won't immediately improve anything. In the long run increased genetic diversity will likely benefit the species as a whole but at the individual level it won't make any different.
When a society accepts mixing of the bloods or breeding with substandard species it inevitability fails.
