It was originally a program for actual needy families and you could only buy certain things with it at certain places. It was basically stamps that could be redeemed for say a bag of rice or a carton of eggs. It was as much a farm subsidy as a welfare program. Of course it has continually been "improved" since then and then someone came up with the bright idea of putting it all on a debit card so that those poor dindus wouldn't have to be embarassed when they pull out actual stamps to pay for food.
