Because black culture has been in a downward spiral since the 80s, and black men in particular are encouraged to embrace their "blackness" by being violent, superficial, irresponsible, materially obsessed manchildren. Kids wreck their style.
Funny enough, the worst thing white people have done to black people in the past sixty years is try to goddamn hard to help them, corrupting their culture by treating them like babies. Actually humans are semi-monogamous social apes. Only staying together until offsprings developed past being a toddler stage. Single motherhood is the biological norm. Most kids were raised with their cousins and half-siblings in a tribe setting often never meeting their real fathers.

Because they evolved in a hot tropical environment where fruit and animals are available year round, females there dont need a male to gather resources, also due to diseases and constant warfare african men found it better to spread their seed far and wide to better ensure their genetics continued into the next generation
On the other hand whites evolved in europes ice age where conditions made resources scarce so it made better sense to focus on a smaller amount of children to ensure their survival, also the father was needed around to gather resources
