He wants to drop taxes on most the lower class and increase them on the upper class, just not to retarded socialistic amounts.
Basically his theory is to simplify the economy and give it protectionism, bringing back jobs from overseas and the illegal domestic market, and letting the industrial boom and mobilization of the workforce from the explosion of job opportunities generate income for the American people and hence the government to tackle the debt and all that.
His tax plans and economic models will probably change and adapt as the economy does, maybe raising taxes/minimum wage and all of that when the average American can afford it.
All of this is more complex and commendable compared to regular economic platforms our politicians run on which are usually just "I'll lower your specific taxes if you vote for me(and raise them on someone else)".

And the protectionism phase I think is to rebuild our industries which have been frozen for ages and create a ready and willing workforce. After we're back on our feet he'll probably step off of it, so we'll get to be competitive and valuable on a global scale again when we have a base to work with. He's been theorizing and speculating the same exact way about the US economy for over thirty years.
