After years of living there, there are only two small sections of the city where I saw any foreigners on a regular basis.
The first was the Nanba/Shinsaibashi area, which is basically the Osaka equivalent of Shinjuku. 'Nuff said.
The second were some of the industrial portside areas, mainly Suminoe and Sakai. I only ever saw other Asians there, such as Filipinos, Koreans, and Vietnamese. They were loud and obnoxious, but otherwise were harmless.
Of course, foreigners were found in greater concentrations in neighboring Kobe and Kyoto, but that doesn't count.
