I'm not dead-set there either. What I want is the best for my people and the system we have currently doesn't ensure this. Now if some of my people are so suicidal that they'd let people that would kill them - and are pretty open about it too - into the country, then the rational choice is to physically remove them from the country. Ideally they'd leave for the country that has the kind of "people" in it they want to import. But if they don't, then we need other ways to deal with them.
