My best guess would be that it's the building located at 36.388158, 43.118953
Which would mean that the photo would had to have been taken from a point where none of the topography matches. Can't find the blue roofed building, cant find the road with the red and white striped barrier, nothing.

But then again if the left building was 36.391861, 43.126926 then based on the trees behind it, the photo was shot from the south of it. But then that's even further from any of the rest of the features shown and there's nothing in the empty expanse to the north that would have that building...
The more I compare everything he less sure I am of where it is.

They USAF could definitely locate them with an UAV, I'm starting to believe it might be the smaller villa near the VIP building, the one with the pool. This picture seems like the location of a future building site, there's a lot of moved terrain, this area is better visible from there.

Using DigitalGlobe imagery the apartments are built where I thought they'd be.

The photo location may be the big building or the one further south.
