For a society to even entertain the thought of liberalism it has to have grown and stabilised under conservativism for hundreds, if not thousands of years. Liberalism is not a plausible long term mantra but more a trait developed when a society's life cycle is at an end: it's like the hammer to the nails of multiculturalism, apathy and degeneracy. The society dies in flames and then a new one is born from the ashes, where conservativism will be the means to its progress before it is time to expire once again
