LSD is a pretty fragile molecule. I kind of doubt it would work to drop it from a plane, and that kind of mass dosage of LSD would cause quite a remarkable uproar.
I mean, at one point there was concern the Soviets might put LSD in the drinking water, but our usual chlorination would have made that chemically infeasible. The LSD experiments for MK-ULTRA were pretty small-scale as far as we know (considering they tried to destroy all the related documents.)

Gulf of Tonkin incident bit more complicated to call it pure fabrication. Basically there was one real attack on USS Maddox on August 2nd that was classified and couple days later radar and sonar crews of Maddox were bit jumpy and for moment thought they were potentially being attacked, reported it and nothing really happened. This the point where it gets more interesting. Because Navy didn't report the first incident to DoD they might be seen as incompetent. So they reported sensor ghost thing that happened on August 4th added some colorful spin on it to make Navy look good in eyes of public. McNamara, entire LBJ admin and congress swallowed all that bullshit and started direct US involvement in war.
