Because you need only 50,000 signatures for an initiative and only a simple majority of MPs to botch it up. Don't get me wrong, they'll have hold to vote about the initiative, but what kind of changes it undergoes while going through all sorts of committees and whether it will be passed or rejected is entirely in the hands of respective MPs.
If you want (binding) referendums and Swiss style democracy, MPs wont have any of those at the moment or in the future. That kind of legislation will not pass.
