The freedom of movement you have within the EU also didn't work, and the violence between Southern and Northern Brazilians also naturally serves as border control. It just doesn't work when you have two different ethnic groups and cultural backgrounds sharing the same space, it contributes to hatred and eventually violence/murder as the native group will always try to kick the outsiders out in order to guarantee sovereignty. There's plenty of hatred against northerners in São Paulo too, but not nearly as bad as in Southern Brazil.
