actually looking at the live maps, the outages mostly spawn over heavy population centers.
At first I thought that AFBs were jamming or shutting down GSM connections (as those are international standard, so someone from another nation would more likely use those over CDMA networks, which seem relatively unaffected), but I took a look at Houston, which has zero declassified military bases, and is a huge red hotspot.
Then I realized that Houston was basically Atlantis at this point, so severe cell outages would be expected, and ruled it out of the data.
Took a look at the band of outages across FL, seems to match up with the three bases across the center.
What finally decided it for me was that red dot right on McConnel AFB. Low population zone, no storms, but an AFB.
