There is no government. There are people and brains, and the way you can influence both to behave in a certain way. The question is though, is the democratically educated citizen the best and most competetive you can imagine?

Utopian communism is actually the best form of government but it's almost unreachable. There were people trying to apply this system and make a small community living together in peace. However, they bankrupted or the communities fell down.
What about an AI that makes the decisions for us?

Western liberal democracy only functions correctly with an educated and critical voter base. When you have partisan politics with either side frothing with hate at the other then the inherent mutual compromise required in forming effective democratic governance is mooted.
Universal suffrage cannot continue to exist in its current form. I think we'll see autocratic governments popping up all over the place.
