At all of my schools growing up, which were all private catholic schools as well, I believe we had spanish, french, english, arabic, german, and mandarin chinese classes.
Learning languages is not really so much political as it is extremely important for things like the tourism industry. Especially on the east coast of Canada if you don't learn Chinese you simply don't get a job. Their entire industry is tourism so unless you intend to leave the east coast you might as well learn the language.
Schools teaching languages is not representative of immigration or anything like that. It's more of a representation of what industries you have. An international industry like tourism requires language fluency and it swamps other credentials like business degrees and such. Someone with multiple language fluencies is infinitely more valuable than someone with their phd in tourism business but only knows 1 or 2 languages.
