Alt rock first started to form in the late 70s in the form of rebellious punk bands who wanted to be different from the mainstream and thus adopted a sound separate from mainstream rock or punk, which they called an alternative to the mainstream sound.
Alt rock then proceeded to have a really large, tightly knit underground scene throughout the 80s that although wasn't popular at the time, was very influential to alt rock in the 90s.

Nah there's still a bunch of great alternative rock produced, you just have to avoid the nu-male hipster garbage from California and London. Though good alternative rock in the west isn't as plentiful as it was in the 80s and 90s. A lot of the good alternative rock today that keeps the innovative spirit of 80s and 90s American and British alt rock is Japanese.
