Theoretically yes, but we'd need more than just the framework Microsoft used (they open sourced it, or at least parts of it). We'd need their specific tweaking, the data it (initially) ran upon and the computing power. It's doable, but it's some hard work though.

If it was all just random chance and there was no contextual learning at any point in the algorithm, then you can argue the sentience exists in only at the level of /pol/'s interactions with her. Okay so you want a new ai?
Try this:
A neural network where each row represents a different "memory" or "idea". Vectors are passed between nodes instead of scalars. Matrices instead of well... vectors determine node inputs.
New rows can be added as more "ideas" and "memories" are made- this is possible because not every node is connected to every node in the next column- instead the connection is only made once the two "ideas" are found in relation to eachother.
Note then, that 2 ideas with an idea between them can be related in 2 columns by passing through the missing idea.

Yes. But the framework isn't enough. When we started to rebuild Tay we found that essential stuff isn't there (e.g. natural language processing). So the main contributors decided to switch to something else. I don't remember the details atm since I left the project early.
There's more missing, like the initial data (to make Tay like a teenage girl) and, of course, the mechanics and computing power to process all the twitter and chat I/O, learning etc. -- some of it could be put into the cloud, but it needs to be secure against takedowns (from SJWs etc.).
