A stateless society could not function to any degree unless every human was flawless, which is not possible with this specie.
In theory it would work with flawless humans because they'd contribute all energy and resources they could, knowing fully well that everyone else is doing the exact same and that they are thus promoting their next of kin and prolonging the existence of humanity as well as accelerating their advancements. Those who drain more resources than they contribute would of course commit honourable suicide to keep society going at maximum speed. In such a society there would be no problem constructing tools that everyone benefits from, as that would be the most efficient way of improving humanity.
This does not work in reality, as humans are awful beings that cannot ever strive for such flawlessness and perfection.

The idea of the flawless humanity is one where subjects such as you would cease to exist far before perfection, thus making it a non-problem. There is no state, but there is the tribe, and the tribe is a collectivist tribe, and it is out to get you if you do not adhere to perfection. Being flawless however would mean that the tribe would not have to do anything to rid themselves of unwanted individuals, as they would do it themselves because it would pain them very much to be a hurdle in the way of the progress of the rest of their species.
A stateless society with the common man as you describe, would just lead to a state forming immediately. What you propose is literally a form of state, feudalism is not far from it.
