In NV there really is no clear true path, but House, while a bastard, is the smartest leader, IMO. Independant can work but it depends on how you do it and what your chosen backstory is, if any. NCR is just complete shit and Legion is very questionable.

If you build correctly, the courier can actually be someone who approaches genius even in the batshit world of fallout. These days if I play NV I can get science, medicine, barter, speech and at least 3-5 other skills to 100 before I do any main quests at all. And then canonically there are lots of very intelligent dialogue options in the story and side quests, with even more unlocked if they pertain to your SPECIAL stats, particularly intelligence. 'Dumb hick,' is not the word I would use to describe someone who can take over the entirety of Vegas almost single-handedly, bring down tribes and groups with ease or coerce them into fighting at his/her side.
