Juppe is an old veterans in politics. He come from an era when people still kind of believe in politicians and people are mainly nostalgic from this era (under Chirac). He has often worked in the government and has never started huge controversy afaik.

He isn't really popular but let's say he is less unpopular than almost all politicians.
