The ones that are still alive could argueable be entitled to some sort of reparation, depending on what sort of unjust sufferings they had to endure.
One could also argue that as long as the state based its laws on what was generally considered to be just and/or moral at the time then the fact that they changed the laws and strived towards changing the societal norms when they came to a different conclusion is enough, allthough I guess an official apology wouldn't be in bad taste.
Unfortunately I'm not that well versed in the jim crow-laws and I've never heard of redlining so I can't really make any deep comments regarding it.
