We have continuous government though. We were already different before WWII because Poland, Baltic states etc became independent through nationalist separatist movements but we didn't.
Finland is a direct continuation of the Grand Duchy where our pro-Romanov government just woke up one day to find out that the Romanovs are dead and Lenin is telling us that we must become independent. So they just said, OK, guess we got to change name from Grand Duchy if the Grand Duke is dead.
Our law books still start with "Us, Alexander the Grand Duke of Finland, Tsar of All Russias, Tsar of Poland etc etc etc thus declare..." and so on because the government never changed.
