Meritocracy is ideal. Citizenship needs to be earned and held in high esteem. Voting is a privilege, not a right. Owning a weapon to defend yourself is a right. Anyone should be able to qualify if they meet the standards. If someone is worried that they might not get full citizenship then maybe they don't deserve it. Not everyone can lead or we are just walking blind arm in arm.

Everyone meets the standards for citizenship or they just accept being a rank lower. I don't intend this to mean they are treated worse than anyone else but no you don't get the right to vote unless you earn it. How did he convert I wonder? I am Jewish by birth but I had to try like four times to get in a synagogue. Syrians are treated nicer by army than me by police when trying to get in. When I get in, they were afraid to talk because "no missionary work." or some shit.
