In American English, "okie-dokie" is another way of saying "ok" or "alright". When Obama was giving his speech, something misfired in his brain, and he said "okie-doke".
I think the word he was looking for was "hokum", meaning nonsense, which would make sense given the context. but the only thing he could remember was the vowel sound.
