It's really hard but there's differences, I guess it's harder for a non native English speaker to notice than to distinguish between British and American.
Basically the difference is we speak with the front of the mouth more than the back which is why our about sounds different compared to Americans. Another great example of the NSW accent is the 1983 film BMX Bandits, in particular the two leading men in it. Their accents (and nearly everyone in that film, for that matter) has a strong NSW accent. I couldn't find a suitable clip of this on YouTube sorry. Their accents have much in common with Keating's, IMO.
American accents seem neutral to you because you grew up around people who spoke with the accent. If you had grown up in London you would think the British accent is the neutral accent.
