I know a retired professor. One of our top nuclear physicist. He dealt with this stuff as a profession and their proposals were always for the major urban areas. That is correct, and do you know know what it takes to convert coal into ideally combustible powder actually used in power plants? It takes a bit more than digging that shit up and tossing it into a fire. Half of each bloody plant is full of huge drums packed with steel balls the size of a shotput that are used to grind the coal into a ridiculously fine powder, which is incredibly inefficient, time and power consuming. Converting uranium into fissile material is also difficult but requires difficult infrastructure.
