This. They don't make much less than American workers. But, they exist outside te system. By cutting out taxes, insurance, workmans comp, licensing and certificate fees they're able to cut a labor bid in half.
The way this works is; there's usually a point of contact who has a "business license" and acts as a subcontractor. The actual contractor pays the sub the bid price and writes it up with the sub's tax number. Which is fake. So the tax bill goes to a fake number and fake address. The sub then splits the cash amongst his workers.
