The US has been using its colleges, to some extent the H1B and tech bubble as a huge brain drain.
If you take promising students out of india and paying students out of china and put them in America they are more likely to fight tooth and nail to come here.
Now that student is working on some widget that gets hipsters to some bike share or uber car rather than back home actually increasing living standards.
Its rather ingenius.
But we would have to offset this loss of international students with very good high paying jobs for people here and government programs like NASA to keep ahead of the competition.

The H1B doesn't accomplish that though, it's just a way for cheap Indian consulting companies to import low tier IT work. There are already Visa's readily available for workers that can contribute heavily to the USA brain wise.

I taught uni for 2 years as a grad student before I realized the scam. And I'll tell you now, international students were the laziest pieces of shit.
I had a student named Muhammad Mohammad. He missed the first day. Showed up late the second. And was missing his assignment by the third.
I had to send him to advising, and never saw him again. Guessing they just switched him to an instructor that didn't care. I also caught two Hispanic girls cheating, and the professor in charge just gave them warnings.
This catering to the lowest common denominator has failed us.
